Dinaco-Veranstaltung erstellen

Erstellt Dinaco-Veranstaltung. data kann ein Objekt oder eine Liste sein; die Pflichtfelder gelten je Eintrag. Beziehungen müssen öffentliche v2-IDs sein. event muss innerhalb des Kontos eindeutig sein. Der vorwärts laufende Zeitraum muss mindestens einen ganzen Tag und höchstens 14 Tage umfassen und wird auf Kollisionen mit vorhandenen Veranstaltungen geprüft. first_sync wird auf 0 gesetzt.

## Authentifizierung
