Liest nicht gelöschte Regeln des Kontos mit Definition, Validierungsfehlern und effektivem Status. status=invalid sucht gespeicherte Definitionsfehler, sonst draft/active/paused nur gültige Regeln. Optional trigger und search in Name/Beschreibung; unbekannte status/trigger werden ignoriert. Reihenfolge updated_at und ID absteigend. meta und limit enthalten total, reply/limit und start/offset. Pagination nur per limit.start/reply; ein separates offset greift nach Dispatcher-Normalisierung nicht. Regel-/Ausführungszeitstempel werden als ISO-8601-String oder null ausgegeben.
