Kampagne und Gültigkeitszuordnungen ändern

Ändert eine Kampagne. currency bleibt unveränderlich. Übergebene validity_range- und tags-Listen ersetzen jeweils alle Zuordnungen; [] entfernt sie. Die Hooks prüfen alle IDs und Kontozuordnungen vor der Änderung.
